OAuth proves control of an email account. It establishes continuity and reduces friction, and it is never recorded in a field implying that a person was verified. Verification is a separate, evidenced step.
Northbeam Utilities shows EXPIRED with no second factor. The merchant sees that state and can act on it, and never sees the identity documents behind it.
