These belong to the Cloud rather than to any one portal. They are not isolated applications holding separate copies of merchant information — each portal pulls from them as needed.

Fox finds, assembles and renders. Fox does not decide. Eligibility is a deterministic rule chain pinned to a policy version, and it replays identically years later.
