Neutrality is a data boundary, not a promise
Access resolves on institution, organization and role at the row level. A competing channel is asked to trust a partition it can have tested, rather than an assurance that nobody looked.
Channel neutrality is gate eight, and it is in progress
Every partition above reads UNVERIFIED because the separation is designed and not yet proven. Until it is verified and contractually bound, a channel evaluating this program is being asked for trust the product cannot evidence — which is the one thing this product exists to avoid asking for.
