Qualification lifecycle
- Verified once, checked every time
- A qualification is a record with an expiry, not a flag. Every order re-reads it rather than trusting that onboarding did.
- Attestations are versioned
- An attestation against a superseded version is not an attestation. Re-qualification is required when the program's wording changes, not only when the record ages out.
- Expiry fails closed
- A lapsed qualification stops orders. Nothing extends it automatically, and no role can wave an order past it.
Unconfigured is a stop, not an exemption
Age verification reads UNCONFIGURED on Research Commerce because the program does not require it. If the program were extended to commerce where it did apply, that same row would stop every order until it was set — which is the behaviour you want from the row you forgot.
