A gap in the chain is a finding, not a warning
Provenance that is incomplete at any hop raises a finding against the participant and follows the ordinary escalation clock. Treating it as advisory would make the chain decorative, and a decorative chain is worse than none because it reads as assurance.
Custody is per lot, not per item
An item is a catalogue entry; a lot is a physical thing that arrived on a date from a named party. Rules that operate on the item and evidence that operates on the lot is what lets a single bad batch be isolated without suspending a product line.
