There is no update path and no delete path to this table, for any role, including the ones that can halt a program. An audit log a sufficiently senior person can edit records what that person was willing to leave behind.
The actor is sometimes not a person
Several rows above name a classifier version or the system rather than a user, because that is what acted. Attributing an automatic suspension to whoever happened to be logged in would be a more comfortable record and a false one.
