Where requirements come from
- The program, not the agent
- Selecting a program loads its requirement set. A channel cannot shorten the list, and an agent cannot submit around it.
- The institution reviews
- Submissions reach the institution assembled against its own rules, in the same shape every time, from every channel.
- Correspondence stays on the file
- Underwriting questions and answers are part of the record, not a mail thread someone has to find later.
- Routing is a program property
- Which bank and processor a submission reaches follows from the program it was opened under.
A returned submission is not a rejection
RETURNED means a requirement is unmet and names which. It carries no judgement about the applicant and produces no reportable event — that distinction matters, because a decision recorded as adverse follows an account for years.
