A claim made by an affiliate is still a claim about the product
Participants routinely keep their own site clean and let an affiliate say the thing the program prohibits. Monitoring only the participant's own surfaces misses exactly the case the rule exists for, which is why third-party surfaces sit in the same table here.
The program defines prohibited, not the classifier
FLAGGED means the classifier matched program wording and a person should read it. PROHIBITED means it matched a rule the institution wrote as terminal. The classifier never invents the category it is matching against.
